Decisions are made on Org-Admin by a call for a vote after a minimum of one weeks discussion on the topic. The call for the vote should be a post on its own and not accompanied by any arguments for or against or any indication of how the poster intends to vote. Votes are posted to the OA group over the following three day period with non-returns counted as abstentions.
If the proposal is un-opposed or gets at least an 80% majority it has been accepted.
If the proposal fails to receive at least an 80% majority then each side draws up a 30k max statement of their position and this is sent by an agreed neutral person to everyone on the organise list (but not to organise). The following day they are then sent a vote and asked to return it within a week to the agreed neutral person. At the end of that week the votes are cast and a copy of who voted which way posted to everyone on Organise individually including a request that anyone whose vote has been incorrectly recorded post to Organise saying this.
In all cases except expulsion of a list member a simple majority carries the proposal. In the case of expulsion a 3/4 (75%) majority is required.
