First: All prisoners in all prisons will be liberated, except
those guilty of murder, rape and the leaders of drug-trafficking
operations.
Second: All government officials, from the level of the
municipal president up to the president of the republic, will be
subject to audit, and will be judged for misappropriation of funds in
cases where evidence of guilt is found.
