Meeting of National Civil Society with the Zapatista Army of National Liberation


For what?
|To promote, prepare, agree, discuss, organize, the National Consultation for the Cocopa's Proposal for an Indigenous Law and for an End to the War of Extermination.

How?
Actively participating in three dialogue tables:

1) Table 1. Concerning the Consultation, for the purpose of resolution, aimed at answering the following practical questions of coordination and organization: What is being consulted on?; How is the consulting to be done?; When will the consulting occur?; Who will carry out the consultation?; Where will the Consultation take place?; With what resources will the Consultation be carried out?; What previous experiences are there of this nature, what were their circumstances, their achievements and limitations?

2) Table 2. The struggle for peace in Mexico, not for the purpose of resolution, with the following themes to be developed: evaluation of the militarization and war of extermination (human rights and the social cost); civil society and the struggle for peace; model of dialogue; actions.

3) Table 3. National situation, not for the purpose of resolution, with the following themes to be developed: alternative of the democratic forces in the face of the crisis of the state; towards an alternative economic and social policy; Indian peoples and social movement; culture.

When?
On November 20, 21 and 22, yes, that soon.

Where?
In the chiapaneco city of San Cristobal de las Casas.

Who?
All Mexicans interested in actively participating in the construction of a just and honorable peace; women, men and children, without distinction as to class, age, ideology, race, religion, culture, sexual preference or politics. Individuals, social and political organizations, political parties, Non-Governmental Organizations, churches, collectives, unions, political, religious and civil associations and anonymous societies, in short, all honorable Mexicans interested in pushing this country towards a just and honorable peace (paramilitary groups and the officials who finance, train and lend them impunity, stay away).

How do I register?
Presenting two photographs, some means of identification, with a copy and 10 pesitos.

How does one get to San Cristobal?
One inexpensive option is that there will be buses leaving from the DF which are picking up the organizing committee, at a cost of 450 pesos for the round trip DF-San Cristobal. These buses wil leave from the capital Zocalo on November 18 at 6 in the evening. If you want to use this service, please call 761 42 36, and go to Zapotecos 7 bis, colonia obrera DF, or deposit your payment of 450 pesos in Bank Account #4012432894, in the name of Diego Garcia at Banco Bital, plaza 01. Fax a copy of your deposit to 761 42 36 in DF, attention to the logistics committee. Please confirm as quickly as possible, since the seats on the buses have to be reserved.

Where will I stay?
|If you do not have a friend in San Cristobal who you can crash with, and you don't like the hotels, the organizing committee is guaranteeing a closed space to sleep showers for bathing, completely free. In addition, there will be places to stay, provided in solidarity by compas in San Cristobal, at extremely reasonable prices (more information in the registration centers).

Owing to the enormous costs of a Meeting like this, an account has been opened where you can deposit your aid in solidarity. This money will be used first to help provide food and lodging for the companeros from the chiapaneco indigenous communities who will be accompanying us during the Meeting, participating in the tables and in the peace bands. Photocopying, printing, televising, broadcasting, talking, posting this information, and making an effort to attend, along with other neighbors, companeros, relatives, associates, friends, the meeting between civil society and the EZLN. CONTENTS AND METHODOLOGY

Purpose

* Public dialogue is one of the democratic traditions of the Mexican people. On this occasion we look to bring together the largest number of citizens and social and civil organizations possible, with the goal of getting to know their points of view with regard to carrying out the National Consultation on Indigenous Rights and Culture.

* We want to arrive at a proposal for the National Consultation that allows the indigenous rights expressed in the initiative of the Commission for Peace and Reconciliation (COCOPA) to be established in the Mexican Constitution as well as in national life.

* We want to discuss ways to make the Consultation a space that contributes to stopping the war currently being carried out, as well as to achieving the best conditions for the re-constitution of indigenous communities as groups which enjoy self-determination.

* We want to create the political conditions necessary for the approval of the constitutional initiative written by the Commission for Peace and Reconciliation (COCOPA), and to recover the spirit of the San Andres Dialogue as a space conducive to agreements for the real transition to democracy.

DISCUSSION TABLES

The Encuentro will develop through three large discussion tables which will occur simultaneously:

TABLE 1. The Organization of the National Consultation on Indigenous Rights and Culture. This is a 'resolution table' which must reach decisions regarding the Consultation. Table 1 will be subdivided by region according to the number of participants, with the same agenda:

a) Who and why?
b) When?
c) How and where?
d) Agreements and commitments

Note: Resolutions will be made in a consensus-style manner, without necessarily having 100% of the participants in agreement. Therefore voting may be used to express the consensus of the discussion tables.

TABLE 2. The struggle for peace in Mexico. Table 2 will be subdivided according to the number of participants, touching with the same agenda:

a) Militarization and its social and human rights costs
|b) The dialogue model (national mediation, international mediation, the COCOPA, the Congress of the Union)
|c) Strategies of civil society for the struggle for peace

TABLE 3. The national situation. Table 3 will be subdivided into four sub-tables:

a) Democratic alternatives facing the crisis of the State
b) Toward an alternative economic and social policy
c) Indigenous peoples and social movements
|d) Culture

PARTICIPANTS:

a) All those individuals and organizations that wish to participate may do so. Presentations should contain: name, title, topic, and which discussion table, and should be accompanied by a half-page summary.
|b) The presentations can be given in any genre: oral, written and audiovisual, in prose, poetry, song, story, Mexican ballad, video, etc. and in any language.
|c) All presentations should contain proposals.

DISCUSSION TABLES:

a) For each one of the three topics a discussion table will be formed, or according to the number of participants they will be divided into sub-tables. Each table will have three moderators and a team of narrators named by consensus in the Organizing Commission.

b) This Organizing Commission will also name a team that will edit the final declaration of the Encuentro in such a way that this text can distributed in a timely manner to be commented upon, analyzed, and modified in the discussion tables.
