1. In mutual accord with the parties, create a national intermediation body: it could be recognizing and re-installing the CONAI and expanding it with other personalities, or creating another similar body. Recognize Samuel Ruiz.
2. Create an international intermediation body, which could be made up of personalities with moral authority who would obligate the government to carry out the international accords which it has signed, and who would also act as witnesses of quality, in order to insure that the resolutions would be respected.
3. Another option is to create two bodies, one national and one chiapaneco.
4. Create a civil soviety body, as dialogue observers.
5. Invite two international committees, such as Red Cross and Acnur.
- As civil society and decision-making actors, ceate the conditions of security and respect which will permit dialogue between the EZLN and the Federal Government. In order to move forward in the negotiation and in the area of the peace and to have greater possibilities for creating jobs.
- That the EZLN and the Federal Government strengthen their will for establishing a clear and honest policy for dialogue.
- That the federal government take clear steps for detente: the carrying out of the San Andres Accords, disarmament of the paramilitary groups; release of the zapatista political prisoners and the relocation of the federal army.
- Several relative to the COCOPA continuing to defend the San Andres Accords, which would create an atmosphere of detente in the dialogue, in addition to promoting the inclusion of the resolutions in the Constitution.
A proposal for the disappearance of the COCOPA.

- That, once the accords and dialogue are resolved, the EZLN become a political force.
1. Denounce the illegality, compile the human rights violation complaints and the specific cases, and judge those responsible for the acts of violence and genocide in our country, lending continuity to the work of the Civil Tribunal against State Violence.
2. Name a commission which will report to the "International Tribunal for War Crimes," in The Hague on the crimes of genocide, forced movement of the population, jailing, etc., so that they can be judged there.
3. Inform Mexican society on the functioning of selective extermination, in order to stop it and make a constant denunciation through the creation of the PERMANENT POPULAR NATIONAL ASSEMBLY.
4. Give the military information so that they will be aware of the work they are supposed to do.
5. Creation of an ombudsman for the military.

1. Holding of mental health workshops for the review of experiences prior to, during and after the war, and the future life plan, individual and collective.
2. Create regional centers for the Consultation and for the carrying out of this encuentro's resolutions.
3. Make a tactical manual for resistance and civil disobedience and continue with the actions.
4. Denounce the goverment in front of the ILO for not observing the Convention.
5. Create networks of communities for defense and for productive and commercial relationships.
6. Draw up a political platform, with the central points of mobilization being:
*the consultation, shortages, the budget cuts, respect for workers, a raise in the minimum wage, the value of land.
*the re-establishment of campesino production in order to have a dignified income through techniques and adequate training.
*in addition, include the zapatistas' minimum conditions for re-establishing dialogue: carrying out the San Andres Accords, release of the political prisoners, an end to the harassment by paramilitaries in the communities, serious proposals for the Table 2 dialogue and a government contact with the capacity for decision-making and an attitude of dialogue and respect for the EZLN.
7. Develop programs of alternative education which will support the children of Chiapas.
8. Create a National Institute against Impunity.
9. Create a new Constituency in which all sectors will participate.
10. Support as Civil Society a reconciliation process for the communities.
11. Tribunal against those responsible for FOBAPROA.
